So...I just booted up my laptop. I logged in and it said it was preparing my desktop. It showed up with the default background and setup. I immediately checked everything.
All files are still in existence.
Instead of just two user folders (Nikka, Public), there are now three (Nikka, Public, Nikka.Nikka-PC)
The Nikka.Nikka-PC is the new folder.
When trying to access the Nikka folder, it tells me I don't have permission to access it.
WTF?

Anyone? I can't figure out how to gain access to my files. Anytime I try an administrative task (i.e.- user account control) the UAC pops up and says I don't have permission. It asks for an administrator's password but there is no input box. Someone please help me.

You want to gain an access to your files in the other user?? Then try this
Go to Computer->*OS (C:)->Users->then select the user you want to access
*I don't know what you name it but it is the drive C:

When I try to do that, it tells me I don't have access. I physically cannot access my user files and I have a lot of very important stuff in there.

Bump. Still looking for a solution. USMarine's Bro was helping me, but I have been moving the last few days and haven't been on. I should be on more regularly now. Thank you again for any responses.

Do you have access to the registry editor?
Try booting into safe mode and access the registry editor. Click on the start menu, and search for "regedit".
If you are able to access regedit, PM me and I'll guide you through the next steps.

As per USMarine's instruction, I tried to upgrade windows. It won't let you do it when you boot from the disc. You have to run the disc inside windows. When I ran the installer, the UAC came up and wouldn't let me install it. I'm so lost guys, I don't know what the *(&% to do. I have so much stuff for work and projects I've been working on. I'm now basically trying to disable the UAC via sometype of virus or malware. That seems to be my only option.

are you now on admin account???
if you dont then try changing to admin account first...
only admin account can change @ deleted other account...

1. Start your computer and press F8 to get the safe mode menus
2. Select "safe mode with command prompt"
3. When windows starts, a command prompt will open. Its fully administrative.
4. Type: lusrmgr.msc and press enter. It should open the local users and groups window, where you can add users, change passwords, activate and deactivate accounts.Add a new user as administrator and restart to logon with that user. You will have full privileges to do anything after that.
Note: if lusrmgr.msc doesn't work for you, you can create new users in safe mode command prompt using the net user command instead:
net user nikka /add /active:yes
net localgroup administrators /add nikka
See if this works

Wraith is the man. He suggested I booted into Puppy Linux and access my HD that way. Worked like a charm. Thank you thank you to all who helped and offered suggestions.
