Do you have any other video outputs on your PC, S-Video, DVI, or HDMI perhaps? Rather than having a switch box at the fork of your split cable; With a built in video out you could use the display properties in your OS to choose the output port for your video. I use S-Video often to view my PC content on my TV, it doesn't cary audio the audio: I use headphones or connect to an amplifier for that.

No, VGA Cables Don't Cary sound.
You will have to an audio cable from the sound out port on your TV. I have the feeling that if you split split your Video into two bands with out some kind of switch you will loose video quality on both your TV and your PC. You should try something like this VGA amplifier:

Will this VGA to HDMI cable do? Because it has the audio cables connect to the cable as well,

Yes that should work fine if you connect those composite audio plugs to the sound card on your PC and this VGA cable to the VGA amplifier the video and audio will go to your TV. I don't know what kind of audio outs your sound card has, it may be you need an adapter to change those composite audio cables into one headphones type jack, you may need some type of splitter/amplifier so you can use your computer speakers and send audio to your TV at the same time.

I just want sound on the TV not on the computer so I just plug the audio cables to the TV?

Do you have a video imput selection function on your TV that is like composite imput 1, HDMI imput 1..., Did you turn off the computer before you changed out the cable and then rebooted the PC, If neither of those fixes worked I would say you got a bad cable.
I haven't tried the to split one VGA to two signals myself; but I really don't think that splitter is going to work well without a amplifier, without amplification you will get a low resolution on both TV and monitor and if your TV is more that 15 feet from the you probably will not get any picture at all.
Sorry if I didn't make myself clear before but you need a splitter like this:

http://www.pcmall.com/p/Aluratek-Misc-Acce...ehcg?src=search
It come with the cable to connect it to your PC
use your existing cable to connect your monitor
and the VGA to HDMI cable to your TV and remember to plug that into your sound card as well.

I have plugged the HDMI cable to Input HDMI 2 and changed the channel to HDMI 2 but I haven't reboot to plug the cable so I will try that and my PC is next to my TV

The cable will not work without analog to digital converter, just get VGA to VGA cable with VGA splitter if you only have one VGA port on your computer
